Can attributes get boosted above 99 with shoes, coaches, takeover or badges such as Floor general, def leader, etc.?

Or I have a theory that if you add a shoe that boosts an attribute to over 99...but it only shows a cap of 99....does when he get tired the shoe boost kick in to combat the effects of fatigue?
